PMC Takes Steps To Make City More IT (Information Technology) Friendly - Esp. on FSI Issues

With the view to make Pune an Information Technology destination, Pune’s Municipal Commissioner, PMC, Nitin Kareer has initiated process to amend the Development Control (DC) rules to provide additional 100 per cent FSI to Information Technology (IT) and Information Technology Enabled Services (ITES) companies. The amendments are being proposed as per the Information Technology policy of Maharashtra Government.

A proposal to this effect has been sent to Pune Municipal Corporation’s City Improvement Committee. Once the City Improvement Committee and the PMC general body approve the amendments, the state government would initiate the process to amend the DC rules by issuing a notification inviting suggestions and objections to the amendment.

  • As per the proposed amendments, IT/ITES companies would be provided additional 100 per cent FSI in residential and industrial zones on plots which face the roads and have a width of at least 12 meters.
  • The IT/ITES companies shall be allowed to use 0.20 per cent FSI in areas earmarked as no development zone and green zone in the development plan.
  • The FSI would be granted in the no development zones and green zones under the condition that residential development shall not exceed one third of the total built up area.
  • Construction for IT/ITES ancillary residential use may be permitted on 10 per cent of the plot in no development zone and tree plantation would be done on the remaining 90 per cent of the plot, with 500 trees per hector.
  • Sub division of such land shall be permitted if the area of the plot being divided is not less than 4,000 sq meters.
  • Besides, antennas and towers erected by IT/ITES companies, it would be free of FSI. Permission to erect towers and antennas would be given upto the height permitted by civic aviation department.
Payment of premium for additional FSI would be determined by the state government. 25 per cent of the premium would go to the state government while the remaining 75 per cent would be used by the PMC for development and upgradation of off-site infrastructure required for IT/ITES companies. In case private developers come forward for provision of off-site infrastructure at his own cost, the PMC would determine the estimated cost of works and prescribe standard for the works. After completion of works, the PMC would verify whether they are upto the standard and thereafter deduce the cost of works from the amount of premium.
