Nissan-Renault building small car for India

Japenese car maker Nissan is co-developing a new small car platform for developing markets along with its alliance partner Renault, joining a growing list of global car makers seeking to exploit India's strengths in the volume car business.

This new platform is specially targeted at emerging markets like India and Russia and comes as further validation of India's emerging status as a global small car hub.

Sources close to the development have indicated that Nissan and Renault are working on a small car, most likely a B segment hatchback, which is expected to be one of Nissan's flagship models in India. Further details about the new platform were not available.
People close to Nissan say that India may become an important manufacturing hub for the new small car as Nissan is known to be targeting big volumes in its India facility.

Easy availability of finance, increased salaries, higher proportion of double income households, a higher propensity to spend and little improvement in public transportation have led to a boom in India's mini and compact car segments.

Accounting for over 75% of passenger car sales last year, the small car segment is poised for a major expansion with a slew of new models waiting to hit the market in the next two years.

Pune `windows' open for Microsoft

The government of Maharashtra has committed land to Microsoft for setting up operations in Pune, Arvind Kumar, state IT secretary said on Friday. Kumar said that the state government was aggressively wooing companies and rolling out the red carpet for the companies to set up base in Maharashtra.

"Microsoft is currently working out various options. Therefore we cannot give a time frame in which the company would set up base in Pune. However, from our side, land has been committed to the company," he said. Kumar was speaking to the reporters at the sidelines of the state government hosted event Maharashtra.IT @Pune 2007. He said that the government has invited HP and IBM to expand their base and had also extended an invitation to hardware manufacturer Lenovo to invest in Maharashtra.

Pune wows Germany with surgical technique

Specially when 68-year-old Prof Liselotte Mettler, head of the gynaecology section of Kiel School of Gynaecological Endoscopy and Reproductive Medicine -- she has trained several Indian gynaecologists -- flew all the way from Germany to learn the `Pune technique' of conducting laparoscopic oncology surgery.

"I am extremely impressed with the manner in which Puntambekar and his team have jumped into such a controversial area of oncology surgery done laparoscopically. The results are similar to that of the open surgery, but we in Germany are impressed with the laparoscopic treatment of cancer," said Mettler.

Hydro S&S to set up new plant at Pune

 Automobile plastics maker Hydro S&S Industries today said it plans to establish a new manufacturing facility at Pune.

The facility would help Hydro S&S to cash in on the expansion plans of automobile majors like General Motors, Mahindra & Mahindra, FIAT and Volkswagen in the vicinity of Pune, a company statement said at the BSE.

Hydro S&S said that this facility will initially have a annual capacity of 6000 metric tonnes, with plans to enhance the same, dovetailed with the capacity increase of the Original Equipment Manufacturers(OEMs).

"The creation of this facility will allow Hydro S&S to provide enhanced levels of delivery performance and application support to our moulders and OEMs apart from ensuring locational and logistical benefits," a company spokesman stated.

VSNL Global mulls software, design unit in Pune SEZ

Tata-controlled VSNL Global Services Ltd (VGSL) is planning to set up a unit in an SEZ in Pune for software development, engineering design, back office support and business development services. The SEEPZ SEZ has given the go-ahead to VGSL which will be investing over Rs 120 crore in the new unit.

VGSL, a wholly-owned subsidiary of VSNL, has estimated that it will need to import capital goods worth close to Rs 14 crore for the proposed project. An export turnover of Rs 80 crore has been projected along with positive net foreign exchange earning of about Rs 45 crore.

"A proposal was received from VSNL global services limited for setting up a unit in EON Kharadi Infrastructure Private Ltd, a special economic zone in Pune. The company plans to export software development, engineering design and business development services for the purpose.

ADP`s Pune facility by February

ADP Private Limited, the Indian subsidiary of US-based Fortune 500 company Automatic Data Processing, Inc, (ADP), today announced its plans to launch operations in Pune, which will be up and running by this February.  

The Pune facility will support ADP's continued growth, expand ADP India's operational capacity and also serve as a business continuity and disaster recovery centre for ADP India's Hyderabad operations.  

"Expanding ADP India's operations is another milestone in our ongoing offshoring and smart shoring strategy to support our vision for sustained organic growth and margin improvement," said Gary Butler, president and chief executive officer of ADP.  

"In addition to this new facility in India, we have recently announced two new US facilities and will continue to evaluate expansion opportunities aligned with the company's domestic and international growth," Butler added.  

The new facility will be located in SP Infocity at Hadapsar, Pune, and includes over 100,000 square feet of working space. The centre will house R&D functions as well as BPO offshoring support to ADP's global business divisions and clients.

Reliance Retail to make debut in Pune next month

Pune is all set to figure on the Reliance Retail map. After Hyderabad and Jaipur, Reliance Retail is set to make its debut in Pune sometime next month. It is reportedly taking off with its network of `Fresh' stores and will also be bringing its hypermart and speciality stores to the city. The company's sources indicated that they have been scouting for space in Pune for all the three formats. The company is currently putting its supply chain in place while work on the front end has moved ahead. When contacted, the company's spokesperson declined to comment on the details. Market sources estimated the target would be close to 100 stores across the city in the next few years. The company is also firming up plans for half a dozen hypermarts and about a dozen speciality stores.

Pune to get a quaternary super-speciality hospital

A quaternary super-speciality Woman and Child Hospital will set up near Pune Expressway by 2010. Interestingly, this super-speciality centre will be initiated on the lines of the Great Ormond Street Children's Hospital, London, Sydney Westmead Children's Hospital, Australia and Queen Charlotte's Hospital for Women, London.

By late 2007, building of the centre will commence, while functioning is expected by 2010. Says Dr B S Ratta, a noted paediatric surgeon who will head the child health services in this hospital, "It was during my training at the Great Ormond Street Children's Hospital at London, the idea to set up a similar speciality in India, in nexus with health consultants from the UK cropped up."

Tanveer Inamdar, CEO, TAIN Constructions, who at present is headquartered at Pune, will set up this super-speciality hospital in technical and medical collaboration with Health Systems Limited, UK, specialist e-Health consultants, with an extensive market knowledge in the US, the UK, Europe and other countries worldwide.

A meeting is expected to be conducted soon whereby international as well as national experts involved in the project will brainstorm and fine tune the important needs of the project, the cost and the final bed strength, which would be between 250 to 300 beds.

ThoughtWorks launches Pune centre

ThoughtWorks, a global IT consultancy firm, today announced the opening of its 14,000 sft new facility in Pune. The Pune facility is the company's second development centre in the country. It already has a high-end software delivery and consulting centre in Bangalore.  

"We are investing $2.5 million in Pune and the headcount at the centre will be increased to 175 from the current 25," said Roy Singham, founder and chairman, ThoughtWorks.  

He said the $100-million company believed in building nuclear centres with a capacity of up to 175 people, rather than setting up mega centres.  

"We are aiming to become a $120-million company by next year, growing at a rate of 20 per cent," he added.  

The 800 people company is mulling a third centre in India by 2008.  

It is also planning an entry into South Africa. "We are a global company that applies offshore model to the most challenging, cutting edge problems for the benefit of the customers," said Dharmarajan Sitaram, managing director, ThoughtWorks India.

Mashelkar stresses on funding for BT

Talking at Hi-Tech Pune, CSIR director general also lays emphasis on single regulator for sector

As seen in other parts of the world, biotechnology has immense growth potential in India, but for new companies making a foray into the sector, there is hardly any seed funding available.

To address this gap, the government will soon set up a fund to finance start ups in the biotechnology sector.
"We are negotiating with the World Bank for a loan of half a billion dollars and a part if this will be for early stage funding. This will be on the lines of the TDICI Fund, which was also a World Bank funded initiative for technology entrepreneurs," said RA Mashelkar, director general of Council for Scientific and Industrial Research (CSIR) at the Hi-Tech Pune conference on IT and BT on Friday.

Mashelkar also traced issues related to the sector in the country. "Our future is bright in biotechnology as both central and certain state governments are upbeat about the possibilities in the sector. But there are certain concerns, which will have to be addressed so as to have an edge in the international biotechnology scene,'' he said.
The first issue for the sector, according to him, were multiple regulators in the sector. "Though the talk of single window clearance is going on, it is still an illusion. However, the process to set up a National Biotechnology Authority as a single regulator is on,'' said Mashelkar.

SRA: Deshmukh endorses Kalmadi stance

The Congress made full use of Chief Minister Vilasrao Deshmukh's visit to the city to drive home a political point that they still held the upper hand in the coalition ministry. If earlier this month, the Nationalist Congress Party (NCP) had organised a rally of slum dwellers and district guardian minister Ajit Pawar had given an assurance to them that they would be given flats having 450 sq ft area, Deshmukh almost cut it down by 100 sq ft.
The Chief Minister, while addressing the rally, said the State government would consider MP Suresh Kalmadi's demand to allot flats having a carpet area of 350 sq ft to slum dwellers in Pune under the Slum Rehabilitation Authority scheme.

Without taking names, but in an indirect reference to Ajit Pawar, he told the slum dwellers not to fall prey to people who show them dreams that would never come true. Setting the political tone for the upcoming civic elections, Deshmukh made all the right noises by promising all help to the slum dwellers. However, he refrained from making any announcement.

Deshmukh promised to extend the existing 1995 cut off date for rehabilitation of slum dwellers to 2000. He also assured the State Government would work out schemes to rehabilitate resident of slums which have come up on Central government lands after holding discussions with the departments concerned.

Deshmukh assured the State government's full cooperation to the Pune Municipal Corporation (PMC) in getting funds from the Centre under the Jawaharlal Nehru National Urban Renewal Mission. Mahindra sign deal for 3000 acre SEZ near Pune

The Mahindra group today signed an agreement with the Maharashtra government to invest Rs 2000 crore to develop a 3,000-acre special economic zone at Karla, near Pune.

The SEZ will be developed as a joint venture with the Maharashtra Industrial Development Corporation (MIDC), and is expected to be fully operational in five years. The MIDC would pick up a 26 per cent equity stake in the project, a state government official told Business Standard.

He said the government's equity would be cashless, in lieu of land and other facilities. The details were yet to be worked out, he added.

The SEZ is expected to attract around Rs 9,000 crore in investments considering its proximity to the Mumbai and Pune airports and the ports at Mumbai and Nhava Sheva.

M&M's Executive Director and President, Infrastructure Development, Arun Nanda, said, "We plan to attract high-end electronic and computer hardware and other non-pollutant industries and are already in talks with some investors from Japan and Singapore." The SEZ is also expected to create 75,000 jobs once it is fully operational.

Nanda said, "If the land acquisition is over by the end of this year, then we expect that it will take around two to two-and-half years to complete the infrastructure development in the SEZ and within five years, it will be completely occupied."

The group is also developing two other SEZs in Chennai and Jaipur. Nanda said the same Singapore-based consultants would also plan the Karla site.

"We will be spending Rs 15 to Rs 20 lakh per acre on infrastructure development. The SEZ is planned on the work-live-learn-play concept and we expect around a third of the workers to live within the SEZ," Nanda said.

A memorandum of understanding to this effect was signed by Nanda and State Industry Secretary VK Jairath, in the presence of Chief Minister Vilasrao Deshmukh, M&M Group Chairman Keshub Mahindra and Vice-Chairman Anand Mahindra.

When asked about the power situation in the state, Nanda said, "We have been assured by the state government of adequate power supply to our SEZ, and besides this, we will also be coming up with a captive power plant."

Speaking on the occasion, Deshmukh said, "Maharashtra has been always a premier industrial state of the country and in the case of SEZs too, Maharashtra has taken the lead over other states by giving approval to 26 proposals and we are in discussion with the promoters of 14 more SEZs."

The Maharashtra Industrial Development Corporation (MIDC) and Mahindra & Mahindra Group (MMG) would be jointly developing a Special Economic Zone (SEZ) at Karla in Pune.
MMG plans to invest Rs 2,000 crore in developing the 3,000-acre SEZ.

It is primarily planned as an industrial-cum-residential zone for MNCs dealing in high-end electronics, computer hardware, information technology and other non-polluting industries. MMG plans to attract Rs 9,000 crore investments in the SEZ to be developed over a period of five years. It would generate employment for about 75,000 people.

This is the third SEZ of the Mahindra & Mahindra Group in the country; the other two being in Chennai and Jaipur. MMG has invested Rs 1,000 crore in the Chennai SEZ.
Addressing media persons after signing of the MoU between MIDC and MMG on Friday, Mr Arun Nanda, Executive Director, Infrastructure Development Group, MMG, said the concept is to create a `plug-in and play' environment for companies where work, residence and leisure are integrated in one area.

Woo investors
MMG hopes to attract investments from electronics and hardware manufacturing export units. Hardware industry needs large quantities of water and the whole region is water-surplus. The region receives about 100 inches of rainfall annually. The site is close to the Mumbai and Pune airports and is connected by the Mumbai -Pune expressway, he said.

"Planning of the zone would be undertaken by the JTC Consultants, Singapore. The groundbreaking ceremony would be held at the end of the year. We would be investing Rs 15-20 lakh per acre for developing road, power, water and other civic infrastructure. The environment impact analysis for the zone is yet to commence," Mr Nanda said.
Mr V.K. Jairath, Industries Secretary, Maharashtra, said MIDC's equity participation is yet to be firmed up and the process of land acquisition would commence soon.
Mr Anand Mahindra, Vice-Chairman and Managing Director, MMG, said the investment would create infrastructure in the State.

Videocon mulls film studio at Pune SEZ

Videocon Industries Ltd will rope in cinema-related industry to its Pune special economic zone (SEZ). The government has recently approved the SEZ spreading over 300 acres.

Anirudh Dhoot, director of the company, said Videocon, which is promoting SEZs through Videocon Infrastructure Ltd, is looking into the feasibility of making film studios in the multi-product SEZ at Pune besides IT park and housing.

But we need to check whether the government rules on SEZ permits setting up film studios and create housing," Dhoot said.

While Videocon Infrastructure Ltd is planning to invest around Rs 1,000 crore for developing the SEZ, it expects to attract investment up to Rs 15,000 crore, and to create job opportunities for 50,000 people.

Videocon has recently got approval of four multi-product SEZs: two each in Maharashtra (Pune and Aurangabad) and West Bengal (Kharagpur and Kalayanbhil).

For developing the SEZs in Maharashtra, the company has already formed a joint venture with Maharasatra Industrial Development Corporation (MIDC) and has floated a special purpose vehicle to this effect.

Stamp duty could push up land costs

(The Economic Times (India) Via Thomson Dialog NewsEdge) : A move to make SEZ promoters pay stamp duty at market rates could significantly push up the costs of land acquisition as the developer would have to pay a maximum of 5% on the value of the deal.This development is in line with the dominant view inside the Congress that the government's SEZ policy should not be seen as anti-farmer, especially after party president Sonia Gandhi made it clear that agriculture land ought not to be used for these zones.
A powerful group within the state cabinet, which is opposing the duty exemption, insists the issue be taken back to the state cabinet for approval. This could mean a further delay in land acquisition by several private developers. Several other companies are also planning big ticket SEZ projects in the state.

These include Bajaj Auto (Aurangabad), Bharat Forge, (Pune), Videocon (Pune and Aurangabad), Shahpoorji Pallonji (Nagpur), India Bulls (Raigad), Wipro (Pune), Syntel International (Pune), K Raheja Universal (Navi Mumbai), Hiranandani Builders (Powai), City Parks (Pune).

If developers choose to register their land deeds at this point of time, they would have to pay stamp duty, according to Om Prakash Gupta, Controller of Stamps, Maharashtra. But most developers would prefer to wait for enabling provision in the state SEZ Act.
